Title I

Title I is a federal program that provides funds to support high levels of academic achievement in eligible schools. School-wide funding for Governor Mifflin’s elementary buildings allows us to dedicate resources and staff to increase the amount and quality of learning time for all students, but particularly for those students with the greatest needs.

At Governor Mifflin, our Title I supports are delivered through a multi-tiered approach called Response to Instruction and Intervention (RtII). RtII is a district-wide framework for assessment, curriculum, and instruction designed to provide effective core instruction for all students and robust interventions for students needing supplemental instructional support. RtII is delivered within the general education program and coordinated with ESL, speech and language, and other student support systems.

All elementary children participate in differentiated Tier 1 instruction in the regular education classroom under the RtII framework. Students, who require more intensive instruction in addition to Tier 1, participate in assigned Tier 2 or Tier 3 level programs 3-6 days per cycle for 20-40 minutes a day during an instructional intervention block taught by a certified reading specialist (RtII specialist). Student progress monitoring is ongoing, and changes to the student’s educational needs are adjusted according to the individual student’s data.

Parental involvement is another valuable asset in our Title I schools. Parents and teachers work together to create a Parent Involvement Policy. At the start of each school year, parents, students, and teachers sign a Title I compact. A school-parent compact is a written agreement between the school and families that identifies the activities that the parents, the school staff, and the students will undertake to share the responsibility for improved student academic achievement.

Families are encouraged to participate in Title I activities throughout the school year. These events are designed to engage families in fun learning activities and to share strategies that can be used to support students at home. Title I Family Nights are free to the school community.
